Move to a larger, more robust backup site

Problem

Currently, we are backing up data to SURFdrive, which has a low storage limit of 1 TB

Proposed Solution

We should instead back up to the recommended LIACS backup system or another cloud provider.

Additionally, we can improve backup efficiency by using more purpose-built tools, e.g.

• For PG data: something like pgBackRest or pgbackweb
• For user uploads: borg backup or other solutions specifically meant for incremental, mostly appending of binary files

Acceptance Criteria

• The new backup site has at least 1 TB of storage
• We have investigated using the more efficient, purpose-built backup solutions
