I suspect the URLs are inverted:

• product should point to https://opensciencedata.esa.int/stac-browser/#/products/esa-cci-permafrost/collection.json)
• workflow to https://opensciencedata.esa.int/stac-browser/#/workflows/esa-cci-permafrost/record.json
