Chat box scroll up

It is quite annoying when you resize the window and the chat automatically scrolls up to the very top.

In a similar vein, it is also annoying when you try to scroll up to read something you missed and it keeps taking you back to the bottom whenever someone writes.

• Look into whether these are possible to fix
• Fix them if they can be
• Potentially add a toggle for them, for people who might prefer them as they are now
