pack: handle "_loc" paths in pki::gen

Paths that contain a folder "_loc" should assume/check that the next component is a locale (e.g. de_DE) and if so set the PK-file for that CRC to pack/_loc/{locale}/{name}.pk instead of pack/{name}.pk
