Our originally-stated cadence, which got waylaid a bit by all the non-API work, was to target semi-annual releases, which would have us releasing 1.19.0.
Filing this now so that we can start tagging desiderata to the milestone. That will especially help with focusing reviewer time on the right PRs in the queue.
