Camera moving commands bug out when clicking outside the game when cursorlock is disabled

Bug Description

The rightclick and the arrow keys will keep registering if you had them pushing in when clicking outside the game when the cursor lock is disabled. Pressing these keys again will fix this issue.

Simular issue as #2732

Reproduction Steps

1. Disable cursor lock.
2. hold the right click and drag or hold an arrow key
3. Click outside the game with these buttons still pressed
4. Camera will now keep going to this side.
