Email UX: Send Test emails to staff

It should be possible to select a student and then send an email by overriding the TO field, but having the data be auto-completed.

work around: upload a test student with desired email or CC desired email

A test student theoretically works, but then you need to assign them to a seat.

Basically, I think instead of a test student, you should be able to select or preview a real student with a real assigned seat and then be able to send that email to your inbox instead of the students.
