The homepage of bitcoinproblems.org has a section on Secure Fee-Bumping for L2s, and upon clicking it, you read this paragraph, among others:
The Bitcoin core developers instinctively introduced an exception to BIP125’s 5th rule called the CPFP carve out to allow lightning designers to mitigate pinning attacks to some extent. Unfortunately, even with the carve out rule it will not be an effective solution until the Bitcoin network supports package relay. source
Now that the bitcoin network does support package relay, it seems wise to modify this. I was almost going to suggest that the problem is solved now, but that's not quite true. The page complains that "users have to keep unattached fee-bumping UTXOs around in their wallet in case they need to do a fee-bump via CPFP," and that is still true, so the problem is not fully solved. But I do think it is worth modifying the paragraph quoted above.
