Decide on a visual design for adding information icons

1. placement related to the text box top | bottom | left | right | inside| outside
2. placement related to the placeholder text
3. placement related to the question text
4. behavior on selecting the textbox
5. does the pattern work everywhere? (in particular, the authors and identifiers screens)

For most text fields, I suggest we use https://unpkg.com/ionicons@5.5.2/dist/svg/information-circle-outline.svg and add it after the "question" text, like so:

For ScreenIdentifiers, we can

1. do nothing and depend on the prose ("See schema guide for examples.") that's already there
2. Add the icon to the prose
3. Replace the prose with the icon

All of these options are OK with me, my preference order is 3-2-1

ScreenAuthors requires the most work. I suggest we add "question" texts to each field and add the icon there. This would affect the height of AuthorCardEditing, I'll update this issue with a visual once I have it.
