[Proposal] Rename to `.project`

CNCF is standardizing on .project across all CNCF Projects, and apparently we do not have the option to opt-out. Instead, what was suggested was renaming our existing project repo to .project, or ending up with both (which seems redundant to me).

I'd like to get consensus on this rename.

Definitely it will be confusing to have both, so I agree with the rename. Given the blog post from CNCF saying they are auto-populating .project with specific metadata, do we need to also ensure we have the expected content they are relying on for having a per-CNCF project .project repo?

Many of our sub-projects direct link to files in containerd/project (example: https://github.com/containerd/runwasi#project-details); do we need to update these or can we rely on the GitHub redirect due to rename?

The redirect should work, but I think it'd be better to update them too.

My understanding is that they will send a PR to update this after we rename.
