Enable uploading of neuvector-scanner images via a dedicated command

In the neuvector-scanner module, the vulnerability database is updated daily by creating new images. It is necessary to find a way to deliver these images to DKP clusters deployed in isolated environments. One possible solution would be to use a separate d8-cli command to upload these images.
