@NEOatNHNG just saw this after I created my own issue... sorry for that.

I dug a bit deeper.
The problem actually happens if you use score_bazel_tools_python and also a rules_python >=1.8.0 directly in your root module or in any dependency (like score_docs_as_code).
Without a single_version_override to a version < 1.8.0, which pins it to the version also for your dependencies, this breaks.
