Move linux CIP configuration fragments to KernelCI core fragments

CIP is using is own configuration that can be found here
As discussed during the KernelCI weekly meeting I'm looking into a way for making maestro run CIP configurations fragments.

We were discussing the use case the other day. It might also be interesting to have a kci-dev command that allow us to download a config from maestro. So users from CIP or elsewhere can also build the same kernel locally.

• The cip:// (similar to cros:// ) legacy configuration system implemented here, is not working anymore from what I could see from the dashboard can we make it work again?

• cros:// configurations and every configuration different from cip:// or cip fragments should be blocked on cip kernels
