Subject: [PATCH] build(docker): use the C.UTF-8 locale in the build stage

The native-image base image sets LANG=en_US.UTF-8 without having that
locale, so bash printed a setlocale warning every time mvnw set LC_CTYPE.
The runtime stage is unchanged.
