Chat questions don't scroll

I just got back to #298786 in my notifications

It seems like it's still based on window size, and doesn't scroll for a short widget in a tall window

There is definitely some aspect of that overflow issue which is independent of the questions UI, it just happens much more easily when the questions UI is not sized correctly
