ongoing process: archival of stale devices

Related to #781, we want to establish an ongoing device cleanup process to remove the clutter of old devices from OSEM!

Use cases

• Devices that don't have any measurements for the last 24 months (related to data retention) are marked as archived.
• Marked grey in user account and info email to user.

Since we delete raw measurements after 12 months, maybe 12 months instead of 24 make more sense here as well? Also, what about newer devices that dont have measurements yet? Should devices only be archived e.g. 12 months after they have been created?

Ah, 24 months is not up to date anymore, let's take the 12 month period! 👍
And yes, devices that never have had any measurements should be archived after the same period.
