docs: 强化 README 核心功能介绍并补齐中英文能力面板

本次改动聚焦 README 的核心功能说明，将原有偏概括的能力列表升级为可快速理解的产品能力面板，明确 GetTokens 在账号资产、路由治理与运行时工具链上的核心价值。
文案同步保持中英文对齐，便于面向不同读者快速建立一致认知。

• 核心能力重构（Core Capabilities）

  • 将原有 4 条泛化描述扩展为 6 条高密度能力项。
  • 新增并明确以下能力域：
    • 统一账号资产中心（auth-file / api-key / OpenAI-Compatible 映射）
    • 多模型渠道路由（Codex / Claude Code）
    • 账号配额与健康治理
    • Codex 运行时工具链（二进制版本、Skills/MCP、会话入口）
    • Sidecar 运行态观测
    • Relay 与更新工作台

• 中英文语义对齐

  • 每条能力均提供中英文成对描述，确保功能边界与术语表达一致。
  • 对“状态观测”“策略生效”“平台安全升级”等关键表述进行了统一措辞，减少理解偏差。

• 文档可扫描性提升

  • 能力项按“资产管理 → 路由治理 → 运行时工具 → 观测与运维”逻辑组织，降低首屏认知成本。
  • 文案从“功能名词”转为“能力 + 场景结果”结构，更适合作为 PRD/评审入口文档。
