javascript: a file with an upper-case extension (.JS, .VUE) is parsed but never watched, so an edit to it leaves the graph 'up to date' #1771

Symptom: a JavaScript file whose extension is upper case (Main.JS, Up.VUE) is parsed and gets resolved edges, but it is left out of the graph's file table (.axiomcode/out/files.json). An edit to it is invisible: axiomcode index says graph up to date and queries answer from the old text.

Repro

src/lib.js:        export function lazyHelper() {}  export function third() {}
src/Main.JS:       import { lazyHelper, third } from "./lib.js"; lazyHelper();
src/views/Up.VUE:  <script setup>import { lazyHelper, third } from "../lib.js"; lazyHelper();</script>
  1. axiomcode index → impact lazyHelper names Main.JS and Up.VUE [resolved]; files.json lists only src/lib.js
  2. add third(); to both files
  3. axiomcode index → graph up to date; impact third → no resolved users

Expected: the edits are detected and the graph rebuilt, as for main.js / Up.vue.
Actual: stale graph presented as current.
