ci: check markdown links with maintainer_tools action

Adds a markdown-link-check job using calysto/maintainer_tools/actions/markdown-link-check@v1 and wires it into tests_check. Removes the now-redundant tcort/markdown-link-check pre-commit hook and the .markdown_link_config.json file, since the action's defaults cover the links we check.
