Add support for `CODSPEED_INSTRUMENT_HOOKS_DIR` environment variable to skip downloading and use a local instrument-hooks directory instead. This enables development workflows and running on platforms where the pre-built hooks are not available (e.g. macOS). Refs COD-2459 Co-Authored-By: Claude <noreply@anthropic.com>
