What do the code ```javascript and ``` on lines 14 and 16 do?

It was just to specify the language used in the code and where the code block starts and ends in markdown.

I specified the language so that it was clear to the reader that the code was JavaScript. I understand that it isn't strictly necessary because the .js extension already tells the browser/editor that it's JavaScript, but I included it for clarity on my part.

That syntax is Markdown syntax. When used in comments on GitHub, it would format the code between ```javascript and ``` like this:
const initials = firstName[0] + middleName[0] + lastName[0];| Math.random() gives you a random decimal between 0 and just-under-1 — like 0.628.... | ||
| Then you multiply that by 100 (which is maximum - minimum + 1), stretching it out into a decimal between 0 and just-under-100. | ||
| Math.floor() chops off everything after the decimal point, rounding down, you've got a whole number from 0 to 99. | ||
| + minimum (which is +1) shifts the whole thing up by one, so instead of 0–99 you get 1–100. No newline at end of file |

Note: We could also use the concise and precise interval notation to describe a range of values.

For example,
