Make the root README describe this fork's native Windows and PowerShell focus, with a Windows development quickstart, current validation gaps, issue-reporting guidance, and a clear distinction between fork source builds and official OpenAI releases.
Add the complete M0-M10 compatibility roadmap with dependencies, implementation checklists, code areas, and completion criteria. Update the contribution guide to distinguish work on this fork from OpenAI's upstream contribution policy.
Validation: Prettier for all three documents; README ASCII and table-of-contents policies; local Markdown links and heading anchors; PowerShell 5.1 and 7 example parsing without executing the documented commands; staged whitespace checks.
GitHub Actions: fork CI passed all 12 executed checks, including native Rust smoke checks on Windows, Linux, and macOS. The SDK job was intentionally skipped for this documentation-only change.
The existing full-workspace dependency failures on main are documented and tracked in M1. This documentation change does not resolve those failures or claim complete native compatibility.
