Publish static Linux musl release binaries

Closes #200.

Add x86_64-unknown-linux-musl and aarch64-unknown-linux-musl to the release matrix while retaining GNU builds. ARM64 builds natively on ubuntu-24.04-arm. Both targets use musl-gcc for C compilation and linking with static CRT linkage.

Reject binaries with ELF interpreters or shared-library dependencies and smoke-test --version and --help before packaging. Existing packaging and checksum steps cover both archives and bare binaries. Add PR CI for both musl targets, plus installation docs, release runbook, and changelog updates.

Validation:

• Both actual Rust musl release builds and static ELF/startup checks passed in GitHub Actions (Static Linux builds run 37924123586).
• CI, Security, and Coverage passed for head 51c7e25.
• actionlint and git diff --check passed.
• Fixture tests verified rejection of dynamic binaries, archive contents, bare binaries, and checksum round trips.
