Add Copilot Managed Runtime licensing FAQ (preview)

Adds a lightweight admin FAQ that answers common licensing and billing questions for Microsoft Copilot Managed Runtime (managed apps). Responds to customer and field requests (raised by Austin Laugesen) for written guidance on how running apps consumes Copilot Credits.

Changes

• New article: power-platform/admin/copilot-managed-runtime-licensing-faq.md
  • Licensing at a glance (build vs. run, by creation path)
  • Building apps (Cowork, Copilot Studio, CLI)
  • Running apps:
    • Typical actions that count as API calls (app launch, connector data calls, publish); 0.1 Copilot Credits per API call; specialized services such as Work IQ charged at their own rates
    • Power Apps Premium users don't consume credits; calls count toward daily Power Platform request limits, and overages are billed through Copilot Credits
    • Power Apps use rights included with Microsoft 365 and Dynamics 365 don't provide access to CMR-hosted apps, regardless of connector type
  • Managing costs, including runtime setup prerequisites
• TOC: Added under Licensing, before Pay-as-you-go plan.
• Cross-link: Added the FAQ to Related information in default-environment-routing-copilot-managed-runtime.md.
