The inactive target matches users of any status, but the cleanup delete only removed database rows. Active users deleted this way kept working on the nodes until the next full resync, and their released WireGuard IPs could be handed out while the old peers were still configured. The existing on_hold target had the same gap. The cleanup delete now returns the deleted users that nodes still serve (active and on_hold), and the operation dispatches their removal like the bulk delete does. Dry runs dispatch nothing. Tests: inactive selection by online_at with the created_at fallback, the required cutoff, and node removal for active and on_hold users only.

Do not commit cleanup before durable node removal is established.
remove_expired_users commits the deletion before sync_remove_users starts background work. In the core path, NodeNatsClient.publish returns when NATS is unavailable and suppresses publish failures. The node worker and NodeManager.update_users also schedule work without waiting for queue establishment.
A publish or dispatch failure can therefore occur after the database commit but before a durable removal entry exists. The removed active or on-hold user can remain on the node without an automatic retry.
Make this cleanup path use a durable outbox or tombstone that is recorded before the deletion is finalized and retried until node removal is acknowledged. Propagate publish and dispatch failures to that mechanism. Queue retry logic cannot recover a command that was never queued.
