fix(router): signal route preload demand before lazy handlers - #9383
A navigation click can wait for lazy handlers before the preloader learns which route is needed. Signal demand synchronously through the existing data-q-route attribute, buffer it until the preloader loads, and start the preloader immediately for required requests. Prioritize the page and layout render roots in route aliases and handle client QRL usage events without an href.
Keep styles before the bootstrap script so earlier preloading does not jump ahead of homepage CSS. No renderer scheduling changes or new HTML attributes.
Targets main directly. This PR works with the existing graph and preloader and is independent of the render-priority and size-reduction PRs.
Validation: development and production builds; 70 focused tests for route imports, links, QRL signals, SSR ordering and the bootstrap writer/reader protocol; SSG snapshots and bundle budgets on both TS and Rust optimizers (6 tests each). The fixture's preloader is 1653 B Brotli, below the unchanged 1800 B ceiling. Prettier and git diff --check pass.
No new Firefox 3G/Good 2G performance comparison was run for this extraction.
Summary by CodeRabbit
Bug Fixes
Required route code is now preloaded when you navigate, helping pages load more promptly.
Preloading also covers required component dependencies, including when a link is not visible.
Repeated preload requests no longer trigger duplicate loading work.
Page metadata and stylesheet links are preserved ahead of preload scripts in the rendered page.
The changes record route and layout bundles as static route imports. They also connect matched link clicks to a one-shot preload startup and update symbol preloading, SSR preloader placement, and related snapshots and tests.
Route imports now include the router config, route and layout bundles, and mapped render-root bundles. Tests cover import ordering and excluded dependencies.
The preload script exposes qPreload and starts once when a submitted priority is at least .99. Unmodified clicks on matched routes submit the canonical route with priority 1. Symbol events preload their component dependencies without requiring an href. SSR enqueues preloader output for later execution; tests and snapshots reflect these changes.
The change is mergeable with bounded follow-up: some links can miss early preloading, speculative requests can compete with navigation, and a failed preloader import can leave hints accumulating. No blocking navigation failure is established.

Explanation
The title "fix(router): signal route preload demand before lazy handlers" matches the main change. The raw summary and PR objectives show the router now signals route preload demand synchronously through data-q-route, buffers it through qPreloadQueue until the preloader loads, and starts the preloader for required requests. The title is specific and uses a conventional commit prefix. It does not mention the QRL usage-event change or the render-root ordering, but those are secondary and the title does not need to cover every detail.

I'm not sure that discovering stylesheets before JS is the right approach. On MPA if the .css is not loaded I think we wait for it before showing the page. We should probably do the same for SPA. I don't know the exact mechanism here, but if you wait for stylesheets before starting js preloads then you induce an unnecessary waterfall.

Preserve early route demand for client-rendered links.
If a link renders before the client router config loads, it has no data-q-route. A click then cannot signal route demand synchronously. The fallback waits for the lazy handler and route loading, so destination preloading can start too late to help navigation.

Use the graph’s canonical route name for click preloads.
When a link uses different casing from a static route segment, the router matches it but sends the URL’s casing to qPreload. The graph lookup misses, and matched routes skip handlePreload. Use the build-time route name so the click can preload the destination bundles.

Keep speculative symbol dependencies below needed priority.
When many QRL handlers load, their qsymbol events promote transitive QRL dependencies to needed priority, even if those dependencies are never used. These requests can consume bandwidth alongside a subsequent navigation. Keep speculative dependencies below navigation-critical priority.

Bound buffered hints when the preloader fails to load.
If the preloader import fails, later link clicks keep adding hints to qPreloadQueue, but the bootstrap cannot retry because s is already a no-op. Bound or discard the buffered hints on failure, and allow recovery where possible.
