This PR updates the CI workflow to publish “dev/prerelease” npm builds via a reusable workflow, replacing the previously inlined publish job.
Changes:
- Replace the inlined
npm-publish-buildjob with a reusable workflow call (npm-publish-dev). - Configure the reusable workflow call with
node_version: 22. - Remove
npm-publish-latest’s dependency on the prerelease publish job.
