Document certificate file upload flow for license activation

Summary

• Adds an explicit walkthrough for activating an Enterprise license via the Certificate File option in Settings -> Plan -> "Got a license key or certificate file?"
• Splits Manual Activation into two clearly-labelled options (License Key vs Certificate File) so air-gapped Enterprise customers can find the cert flow without falling back to the legacy settings.yml instructions
• Updates the legacy settings.yml section to reflect that the UI cert upload is now the primary path; YAML file: reference is positioned as the scripted/automation alternative

Test plan

• Render docs/Paid-Offerings.md locally / on the docs preview and confirm the new "Option 1 / Option 2" headings appear under Manual Activation
• Verify the described UI labels match the current app (toggle: "Got a license key or certificate file?", radio option "Certificate File", button "Choose License File")
• Sanity check the settings.yml file:configs/cert.lic example against the current LicenseKeyChecker file: prefix behaviour
