Configure org.omg.sysml.model for Sonatype Central publication with sources, javadocs, signing, and release/snapshot profiles. Update CI workflows to keep GitHub Packages deploys and add explicit Maven Central snapshot and release publication steps using a repo-managed Maven settings file.
