Check changesets in CI

Adds a CI job that runs changeset status on pull requests and pushes to main.

changeset status assembles the same release plan as changeset version, so it fails on a mixed changeset (one that names an ignored package next to a publishable one). Today that error only appears in the release workflow after the merge; it broke releases from 2026-09-15 to 2026-09-18 (fixed in #2042) and earlier around #1651.

The job points main at HEAD before running, so status does not also demand a changeset for every changed package. This repo does not require that, and a pull request checkout has no local main ref.

Checked locally: exit 0 on main; exit 1 with the Mixed error when a changeset names @executor-js/host-mcp with @executor-js/sdk; exit 0 for a plain and for an ignored-only changeset; the failing and passing behaviour in a shallow, detached, no-main checkout that mirrors a PR run.
