Restores InstantEjectBrass shells, this allows the SMG, and Minigun to use 3D shells.
The minigun shells only work on the client, so it falls back to the particle shells on other players.

Hi, in the events that this gets merged with the base sdk branch I wanted to bring attention towards a community fix from the workshop (it ain't mine, I deserve no credits whatsoever) that would be an amazing feature alongside it.

What this does is replace the frankly odd and out of place orange "shells" particles from the miniguns with properly animated sprites based on those unused shells this pull request implements.

Seeing as the minigun shell model only work cilent side, adding this new particle effect alongside it would make a lot of sense visually.
