Add YANG modules from RFC 9911: Common YANG Data Types.

The original RFC document can be found for example at https://datatracker.ietf.org/doc/rfc9911/.

@xorrkaz shouldn't this content be picked up and pushed by the IETF automation?

I don't known, maybe... But the RFC is already quarter year old.

@vvilimek, I understand. But the IETF owns automated tools that have in the past automatically updated YangModels/yang. @xorrkaz is, I believe, the owner for that automation today, but it doesn't seem to be running. I think it would be better to get that automation working rather than piecemeal committing.

I agree, maybe the mention above will be enough to summon him. This week is IETF 125, next week I might have a look at it trying to find the issue.

(If I remember correctly, the tooling was improved; so maybe the interface changed a little, it is possible it was only a suggestion without any real implication for the tools).
