This PR adds a
CONTRIBUTING_WINDOWS.mdfile to help new contributors navigate common issues when building AsterixDB on Windows environments.Changes

I encountered these hurdles while setting up my environment for the GSoC NL2SQL project. Adding this documentation will lower the barrier for other students and developers.
