- Update flink-shaded to 22.0 and netty-tcnative to 2.0.81, matching Flink master since FLINK-40527 - Run CI on ubuntu-26.04, since tcnative 2.0.81 needs OpenSSL 3.2+ and ubuntu-24.04 ships 3.0.13 - Install libssl3 instead of the libssl1.0.0 package - Note the OpenSSL 3.2 requirement in the README Co-authored-by: Sergey Nuyanzin <snuyanzin@gmail.com> Generated-by: Claude Code (Claude Opus 5.5)

Purpose of the change
The OpenSSL network benchmark fails since flink-shaded 22.0 and the TLSv1.3 default, and CI then hangs until it's killed after 6h. This supersedes #118 by @snuyanzin, who is co-author, and adds the runner change it was missing.
Brief change log
ubuntu-26.04, since tcnative 2.0.81 needs OpenSSL 3.2+libssl3instead of libssl1.0.0, and note the requirement in the READMEVerifying this change
In linux/amd64 containers,
StreamNetworkThroughputBenchmarkExecutorhangs on master with ubuntu:24.04. With this change it fails withOPENSSL_3.2.0 not foundon ubuntu:24.04 and passes on ubuntu:26.04 (3 runs each), as does the fullmvn test -P test-java17.Impact and documentation
Machines that run these benchmarks need OpenSSL 3.2+ for the OpenSSL parameter.
