Filter noisy Failed to fetch Sentry events

Changes

• Add the browser wording Failed to fetch to the existing Sentry ignored-error patterns.
• Keep the existing lowercase fetch failed filter for current server/client coverage.

Testing Criteria

• Ran yarn lint:check (passes with existing React hook/compiler warnings).

Notes

• Triage for Linear OUT-3756 / Sentry TASKS-8A.

Impact & Surface Area of Change

• Sentry client/server initialization only; reduces noisy network-failure reports that do not include first-party app stack frames.
