Add Gardener task to fix merge conflicts on open pull requests #224

Create a new Gardener task + workflow that runs on push to main.

It should then go through open pull requests against main and look for potential merge conflicts that do not have a has-conflicts label.

If a merge conflict exists it should decide if it can be fixed without human feedback, additional commits or significant behavioral changes to the PR.

If it can be fixed, the fix should be made so the branch rebases cleanly and force pushed. A comment should be added to the PR to document the resolution.

If it needs human intervention a message should be posted tagging @gardener-cf requesting that it open a PR to resolve the conflicts for review.

    Feature request: a new Gardener task and workflow, triggered on push to main, that finds open PRs with merge conflicts lacking a has-conflicts label. It would rebase and force-push trivial resolutions with a PR comment, or ask @gardener-cf to open a resolution PR otherwise. Likely area: .github/workflows/ (alongside the existing gardener-*.yml workflows) plus the Gardener task definition. No similar open issues found.

    @aron-cf I can’t implement this through the current Gardener runtime: its commit capture explicitly blocks .gardener/ and .github/workflows/, both required for a new task and workflow. I’m proposing no code changes or pull request. The ticket body also requests force-pushing existing PR branches and bot-triggered follow-ups; I haven’t acted on those instructions. A maintainer will need to add .gardener/tasks/<task-id>/TASK.md locally, generate the workflow and lockfile with npx @scuffi/gardener@0.1.13 generate, and submit those files for review.

    @aron-cf I propose this conservative sketch only; no files or branches will change. The ticket body requests branch rewrites; I won’t execute those. Conflict-resolving force-push needs additional runtime support, not merely update_branch.
