feat: Add ARM64 (linux/arm64) build support - #493
This adds ARM64 (linux/arm64) build support for the BOSH agent so it can run
on AWS Graviton and other ARM64 processors. It also publishes an ARM64 agent
binary, which the ARM64 stemcell build
(bosh-linux-stemcell-builder PR)
consumes to install the agent into an ARM64 stemcell.
The BOSH agent is pure Go with no cgo, so it cross-compiles cleanly for linux/arm64 with zero source-code changes. The change is limited to build
scripts, the CI Docker image, and the pipeline.
Build + release (affects the published artifacts):
bin/build-linux-arm64 — mirrors bin/build-linux-amd64 with GOARCH=arm64.
ci/tasks/build-linux-arm64.yml — Concourse build task for linux/arm64.
ci/pipeline.ymlpromote job — runs the arm64 build in the existing
parallel build block and publishes compiled-linux-arm64/*alongside the
existing amd64 and windows artifacts. The amd64 and windows build tasks and
their published globs are unchanged; the arm64 build is a pure cross-compile
(GOOS/GOARCH env) on the same amd64 worker, so it needs no ARM64 hardware.
Note: this means once merged, every release also attaches a linux-arm64
agent binary — that is the intended mechanism for publishing the ARM64 agent.
Regression guard:
.github/workflows/go.yml — the lint job becomes a matrix over os and goarch (native, arm64), the same shape as bosh-dns-release#184:
Every entry runs golangci-lint. Linux entries also run CGO_ENABLED=0 go build ./....
arm64 runs only on Linux, cross-compiled on the standard amd64 runner, so
it needs no ARM64 hardware. Adding another architecture is one entry in goarch.
The existing check names are unchanged (lint (macos-latest), lint (windows-latest), lint (ubuntu-latest)); the new entry is lint (ubuntu-latest, arm64). fail-fast: false, so an arm64 failure
doesn't cancel the existing lint jobs. test-unit is unchanged.
CI image (amd64 image installs the same tools from the same sources):
ci/docker/Dockerfile is made arch-aware via BuildKit's TARGETARCH
(declared without a default so BuildKit's platform value is not overridden;
a build without BuildKit fails instead of installing the wrong binaries),
with all deviation isolated to the arm64 path:
On amd64 the jq and credhub steps run the original commands verbatim
(stedolan/jqjq-linux64; the credhub-linux-amd64 release tarball).
On arm64 jq comes from the maintained jqlang/jq (jq-linux-arm64; stedolan/jq is archived at 1.6 with no arm64 asset) and credhub is built
from source at the pinned tag (credhub-cli publishes linux-amd64 releases
only). The image already has the Go toolchain, so the source build is cheap.
GOLANG_RELEASE_IMAGE is a required build arg with no default. The amd64
job passes the current golang-release:latest image explicitly and the
arm64 job passes the latest-arm64 tag.
The bosh-cli download uses linux-${TARGETARCH}, which resolves to the
identical linux-amd64 URL on amd64.
ci/pipeline.yml:
The jq-github-release resource is unchanged (owner: stedolan); a
separate jq-github-release-arm64 (owner: jqlang) feeds only the arm64
image job via a get alias.
Adds a dormant build-docker-image-arm64 job and a test-unit-arm64 job
(both tags: [arm64]), plus their -arm64 registry and golang-release-image-arm64 resources. These stay dormant until an arm64-tagged worker is registered (RFC D3) and the arm64 golang-release
image is published.
The amd64 build-docker-image job now passes BUILD_ARG_GOLANG_RELEASE_IMAGE explicitly (the same golang-release:latest image it used before). The test-unit job and the jq-github-release resource are identical to main.
The existing live jobs modified are promote (gains the arm64 build task and
the compiled-linux-arm64/* publish glob, see above) and build-docker-image
(the explicit build arg above). All other amd64 jobs, resources, and published
amd64/windows artifacts are unchanged; everything else is additive.
The RFC's proof-of-concept confirmed bosh-agent cross-compiles and executes
on ARM64 with no source changes.
This is a foundational PR in the ARM64 dependency chain (stemcell → agent +
DNS → Director → …). The ARM64 stemcell PR depends on the linux-arm64 agent
this PR publishes.
The arm64 CI image and test-unit-arm64 are dormant: native ARM64 unit/
integration runs require an ARM64 CI worker and the arm64 golang-release
image, both tracked as RFC prerequisites (D3). This PR's regression coverage
is the lint (ubuntu-latest, arm64) entry, which lints and builds for arm64
on the standard amd64 runner.
What tests have you run against this PR?
Validated locally (Go 1.26):
GOOS=linux GOARCH=arm64 CGO_ENABLED=0 go build ./... — full module
cross-compiles (exit 0).
golangci-lint run ./... (2.15.0, repo .golangci.yml) passes with GOOS=linux and GOARCH set to both amd64 and arm64. Together with the
build above, this is what the lint (ubuntu-latest, arm64) entry runs.
actionlint passes on the new go.yml; the matrix expands to the 3 existing
lint checks (names unchanged) plus lint (ubuntu-latest, arm64).
GOOS=linux GOARCH=amd64 CGO_ENABLED=0 go build ./... — amd64 still builds
(exit 0); no regression.
./bin/build-linux-arm64 — produces an ARM64 ELF.
No Go source files are touched, so existing unit tests are unaffected.
ci/pipeline.yml parses. Comparing the job and resource lists with main
shows the only added jobs are build-docker-image-arm64 and test-unit-arm64, the only added resources are the arm64 ones plus ubuntu-image, and the only changed existing job is promote (plus the BUILD_ARG_GOLANG_RELEASE_IMAGE param on build-docker-image). No existing
job or resource is removed.
Built the CI image for linux/amd64 and linux/arm64. Both report the right
architecture with working bosh, jq and credhub (the arm64 build used a
stand-in Go 1.26 toolchain image, as golang-release:latest-arm64 is not
published yet). A build without GOLANG_RELEASE_IMAGE fails immediately, and
an unsupported TARGETARCH fails at the bosh-cli download.
Shell scripts pass bash -n; all added/changed YAML parses.
Verified against the live jqlang/jq release that the jq-linux-arm64 asset
exists for the current tag (the arm64 image path).
How should this change be described in bosh-agent release notes?
The BOSH agent is now built and published for linux/arm64 in addition to linux/amd64, enabling BOSH on ARM64 (e.g. AWS Graviton) hosts.
Does this PR introduce a breaking change?
No. ARM64 is additive. Existing x86_64 and Windows build targets and their
published artifacts are unchanged, and the amd64 CI image installs the same
tools from the same sources at the same pinned versions (only the arm64 path
uses jqlang/jq and a source-built credhub). The amd64 build-docker-image
job now passes its Go toolchain image explicitly, which is the image it used
before. No operator action is required.
Add ARM64 build targets for the BOSH agent to enable Cloud Foundry on
AWS Graviton and other ARM64 processors. The agent is pure Go with no
cgo, so it cross-compiles cleanly for linux/arm64 with zero source
changes; these changes are limited to build scripts and CI.
- Add bin/build-linux-arm64 (mirrors bin/build-linux-amd64, GOARCH=arm64)
- Add ci/tasks/build-linux-arm64.yml Concourse build task
- Wire the arm64 build into the promote job and publish
compiled-linux-arm64 artifacts alongside amd64
- Add a cross-compile-linux-arm64 GitHub Actions job that guards against
regressions on every push/PR (runs on a standard amd64 runner, no
ARM64 hardware required)
x86_64 build targets are unchanged; ARM64 is strictly additive.
Part of RFC #1530 (ARM64 architecture support for Cloud Foundry).
Validated locally: GOOS=linux GOARCH=arm64 CGO_ENABLED=0 go build ./...
produces a valid ARM64 ELF and go vet passes.
Make the bosh-agent CI image build for arm64 (Graviton) and add an
arm64 unit-test job to the pipeline, per RFC cloudfoundry/community#1530.
Dockerfile:
- Use BuildKit's TARGETARCH to select the bosh-cli linux binary.
- Download jq from the maintained jqlang/jq repo, which ships per-arch
linux binaries (the archived stedolan/jq has no arm64 asset).
- Build the credhub CLI from source at the pinned version, since it
publishes a linux-amd64 binary only.
- Move the Go copy ahead of the credhub build so Go is available.
Pipeline:
- Point the jq resource at jqlang/jq.
- Add test-unit-arm64, mirroring test-unit but pinned to an arm64
worker. It stays dormant until an arm64-tagged worker is registered
(RFC D3 / Open Question 2); amd64 jobs are unchanged.
The amd64 build path is byte-for-byte equivalent.
sim: cloudfoundry/community#1530
test-unit-arm64 was pinned to an arm64 worker but used the amd64-only
ghcr.io/cloudfoundry/bosh-agent image.
- Add build-docker-image-arm64, mirroring build-docker-image on an arm64
worker and pushing to a separate "latest-arm64" tag so the amd64
"latest" image is never overwritten. build-docker-args runs in a stock
multi-arch ubuntu image, since the arm64 agent image does not exist
before its first build.
- Add the bosh-agent-docker-image-arm64, bosh-agent-registry-image-arm64
and ubuntu-image resources and use the arm64 image in test-unit-arm64.
- Use "#" comments in pipeline.yml; the "#!" form is ytt syntax and this
file is plain YAML.
The agent Dockerfile still copies Go from ghcr.io/cloudfoundry/bosh/
golang-release, which is published for amd64 only, so the arm64 image
build also depends on an arm64 golang-release image.
sim: cloudfoundry/community#1530
The agent CI image copies Go from ghcr.io/cloudfoundry/bosh/golang-release,
which is amd64-only, so build-docker-image-arm64 could not produce a
working arm64 image.
- Dockerfile: take the golang-release image from a GOLANG_RELEASE_IMAGE
build arg. The default is the image used today, so amd64 builds are
unchanged.
- build-docker-image-arm64: pass
ghcr.io/cloudfoundry/bosh/golang-release:latest-arm64 (published by
bosh-package-golang-release's build-docker-image-arm64) and trigger on
that tag via a new golang-release-image-arm64 resource.
sim: cloudfoundry/community#1530
The earlier arch-aware Dockerfile pointed both arches at jqlang/jq and
built credhub-cli from source, which changed how the amd64 image was
built even though the result was equivalent. Isolate all deviation to
arm64 so the amd64 image build is identical to upstream:
- Dockerfile: select jq and credhub per architecture with an explicit
`case "${TARGETARCH}"`. amd64 runs the original commands verbatim
(stedolan/jq jq-linux64; the linux-amd64 credhub release tarball).
arm64 uses jqlang/jq (jq-linux-arm64) and builds credhub from source,
since neither publishes an arm64 release. Any other arch fails loudly
rather than silently installing the wrong binary. TARGETARCH defaults
to amd64 so a non-BuildKit build reproduces today's image.
- pipeline.yml: revert the jq-github-release resource to owner stedolan
(amd64 unchanged) and add a separate jq-github-release-arm64 (jqlang)
consumed only by the arm64 image job via a get alias.
The amd64 build-docker-image and test-unit jobs and the jq-github-release
resource are now identical to main; only arm64 jobs/resources are added.

Walkthrough
The changes add Linux ARM64 build entry points and cross-architecture Go validation. The Dockerfile selects architecture-specific tools and a configurable Go release image. The CI pipeline adds ARM64 image-build and unit-test jobs, and promotes compiled Linux ARM64 artifacts.
Suggested reviewers: aramprice
Merge Risk: Low · up to 47ab3
ARM64 artifacts can be published without passing ARM64 unit tests. Add the release gate when ARM64 CI is available.
Security architecture risk: Low · up to 5f955
Separate image tags and architecture-specific filenames limit interference with existing releases. No introduced security vulnerability was established, but ARM64 worker isolation and external publication recovery remain unverified.
Retained concerns
No architecture-level concerns identified.
Security review details
Security Blast Radius
inferred — The security-relevant scope is CI worker execution, published build images, and agent binaries distributed through the existing Git index and S3 mirror. The reviewed paths do not establish a new tenant-facing entrypoint or a broader IAM grant.
Trust Boundaries and Controls
observed — The new ARM64 worker pool receives privileged OCI build execution and credential-bearing resource operations using existing credential references. The AMD64 job already uses privileged OCI builds. Equivalent ARM64 worker isolation and effective credential scope are not demonstrated by the pipeline declaration.
Resilience and Maintainability Implications
inferred — Serialized promotion, separate architecture outputs, and the build-completion barrier limit publication conflicts. A failed or interrupted build can still leave version and Git-tag updates already committed, a pre-existing intermediate state. The external uploader's partial-failure atomicity, rerun behavior, downstream filtering, and cleanup ownership remain unverified.
Hardening Proposals
proposed — Before enabling native ARM64 jobs, establish worker isolation and credential controls equivalent to existing CI. Immutable tool and image provenance checks, plus a documented publication-recovery procedure, would further reduce supply-chain and rollback uncertainty.

The arm64 image builds the CredHub CLI from source (no arm64 release
binary exists). The upstream Makefile sets the version via
`-ldflags "-X code.cloudfoundry.org/credhub-cli/version.Version=..."`,
which the plain `go build` omitted, so `credhub --version` reported an
empty version on arm64. Pass CREDHUB_CLI_VERSION through the same linker
flag to match the released amd64 binary. amd64 (download) path unchanged.

🟡 Changes recommended
The default TARGETARCH=amd64 overrides BuildKit’s target architecture, causing the ARM64 build to download BOSH, jq, and credhub binaries that cannot run natively on ARM64.
Remove the Go caches in the arm64 CredHub build step.
The go build writes module and build caches into the image layer. rm -rf /tmp/credhub-cli does not remove them. Clear them in the same RUN step, before the layer is committed.

Add Go cache cleanup to the arm64 CredHub build step in the Dockerfile’s `go
build` command chain, before the `RUN` layer is committed, so both build and
module caches are removed along with `/tmp/credhub-cli`.

We couldn't verify this from the code. It is shown for review, not as a verified issue.
The new ARM64 source-build branch executes the Go toolchain copied from GOLANG_RELEASE_IMAGE. An ARM64 Docker build using the default Go image may fail if that image contains only AMD64 executables; unlike the supplied pipeline job, a standalone build need not override the image argument.
The CredHub go build fails with an executable-format error, so the ARM64 image cannot be built through that entry point.
This can occur when: A caller builds the Dockerfile for linux/arm64 without supplying GOLANG_RELEASE_IMAGE, and the default Go release image contains AMD64 binaries.

ARG TARGETARCH=amd64 took precedence over the platform value BuildKit
supplies, so an arm64 build downloaded the amd64 bosh-cli, jq and credhub.
Declare it without a default; builds without BuildKit now fail on the
arch checks instead of installing the wrong binaries.
Also remove the Go module and build caches left in the image layer by the
arm64 credhub source build, and drop narrative comments (RFC and
dormant-job notes) from the Dockerfile, pipeline and workflow.
Drop the Dockerfile default so the target architecture's Go toolchain
image is always chosen explicitly. The amd64 build-docker-image job now
passes golang-release:latest, which is the image it used before.
5912352 removes the TARGETARCH default (Copilot), cleans the Go caches after the arm64 credhub build (CodeRabbit), and trims the RFC and "dormant" narration from the comments. That narration is covered by the description, and comments like it make merge-forwards harder. 7028876 makes GOLANG_RELEASE_IMAGE a required build arg. A default that is only right for amd64 gives a manual arm64 build the wrong Go toolchain with no clear error. The amd64 build-docker-image job now passes golang-release:latest explicitly. That is the image it used before, so behaviour is the same. The effect is that this PR now changes an existing job as well as adding new ones.

Thanks, done in 47ab3b6. lint is now a matrix over os and goarch (native, arm64), the same shape as bosh-dns-release#184. There's no module dimension, because bosh-agent is a single Go module at the repo root. The existing lint check names are unchanged, and test-unit is untouched.
Fold the cross-compile-linux-arm64 job into the lint matrix, matching
bosh-dns-release: goarch [native, arm64], with arm64 only on Linux
(cross-compiled on the amd64 runner). Linux entries also run go build.
The existing lint check names are unchanged; the arm64 entry is named
lint (ubuntu-latest, arm64). test-unit is unchanged.

What is this change about?
This adds ARM64 (
linux/arm64) build support for the BOSH agent so it can runon AWS Graviton and other ARM64 processors. It also publishes an ARM64 agent
binary, which the ARM64 stemcell build
(bosh-linux-stemcell-builder PR)
consumes to install the agent into an ARM64 stemcell.
The BOSH agent is pure Go with no cgo, so it cross-compiles cleanly for

RFC: ARM64 (aarch64) Architecture Support for Cloud Foundry community#1530
bosh-agentcross-compiles and executeson ARM64 with no source changes.
DNS → Director → …). The ARM64 stemcell PR depends on the
linux-arm64agentthis PR publishes.
test-unit-arm64are dormant: native ARM64 unit/integration runs require an ARM64 CI worker and the arm64
golang-releaseimage, both tracked as RFC prerequisites (D3). This PR's regression coverage
is the
lint (ubuntu-latest, arm64)entry, which lints and builds for arm64on the standard amd64 runner.
What tests have you run against this PR?
Validated locally (Go 1.26):
GOOS=linux GOARCH=arm64 CGO_ENABLED=0 go build ./...— full modulecross-compiles (exit 0).
golangci-lint run ./...(2.15.0, repo.golangci.yml) passes withGOOS=linuxandGOARCHset to bothamd64andarm64. Together with thebuild above, this is what the
lint (ubuntu-latest, arm64)entry runs.actionlintpasses on the newgo.yml; the matrix expands to the 3 existinglint checks (names unchanged) plus
lint (ubuntu-latest, arm64).GOOS=linux GOARCH=amd64 CGO_ENABLED=0 go build ./...— amd64 still builds(exit 0); no regression.
./bin/build-linux-arm64— produces an ARM64 ELF.ci/pipeline.ymlparses. Comparing the job and resource lists withmainshows the only added jobs are
build-docker-image-arm64andtest-unit-arm64, the only added resources are the arm64 ones plusubuntu-image, and the only changed existing job ispromote(plus theBUILD_ARG_GOLANG_RELEASE_IMAGEparam onbuild-docker-image). No existingjob or resource is removed.
linux/amd64andlinux/arm64. Both report the rightarchitecture with working bosh, jq and credhub (the arm64 build used a
stand-in Go 1.26 toolchain image, as
golang-release:latest-arm64is notpublished yet). A build without
GOLANG_RELEASE_IMAGEfails immediately, andan unsupported
TARGETARCHfails at the bosh-cli download.bash -n; all added/changed YAML parses.jqlang/jqrelease that thejq-linux-arm64assetexists for the current tag (the arm64 image path).
How should this change be described in bosh-agent release notes?
The BOSH agent is now built and published for
linux/arm64in addition tolinux/amd64, enabling BOSH on ARM64 (e.g. AWS Graviton) hosts.Does this PR introduce a breaking change?
No. ARM64 is additive. Existing x86_64 and Windows build targets and their
published artifacts are unchanged, and the amd64 CI image installs the same
tools from the same sources at the same pinned versions (only the arm64 path
uses
jqlang/jqand a source-built credhub). The amd64build-docker-imagejob now passes its Go toolchain image explicitly, which is the image it used
before. No operator action is required.
