chore: ignore .cloudflare/; gate web installs with npm ci - #32

`npm install` rewrote www/package-lock.json (dropped libc fields). `npm ci` installs exactly what the lockfile pins and never modifies it. Also ignore the cf CLI's local cache directory. Co-Authored-By: Claude Sonnet 5.5 <noreply@anthropic.com>
