Add conditional FIND_XPRO_CMAKE parameter for Windows builds when using xpExternPackage. This addresses the /utf-8 flag being disregarded with CPS consumption on Windows systems. Changes: - Add Windows-specific check to set optParams with FIND_XPRO_CMAKE - Pass optParams to xpExternPackage call on Windows platforms - Maintain existing behavior for non-Windows platforms issue externpro/externpro#323 issue externpro/externpro#324
