Add a matching Python 3.14 and Playwright 1.63 runner, locked dependency setup, application startup, and backend/system/browser adapters with per-run PostgreSQL and Mailpit. Validation: frontend build, 58 backend tests, 1 live system workflow and 62 Chromium tests passed in disposable Docker containers; backend line coverage 91.23%.
