fix(skills): tag-release keeps its live edits - #27

The live skill had gained the two-command tag push and the cleanup step, but the source never had them, so the next apply would have erased both. The source now carries them, with ADR-0029's trigger. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

The live
~/.claude/skills/tag-release/SKILL.mdhad gained two changes that the chezmoi source never had: the two-command tag push (tag, then push, so the amont-agent push guards can read the ref) and step 6, cleanup after a release. Achezmoi applywould have erased both. It refused, flagging the file as changed since chezmoi last wrote it.This brings the live content into the source and adds ADR-0029's trigger to the description: the skill also fires when an approved plan needs a release.
