Refresh CLI dependencies and preserve Node 20 compatibility - #468

Update reviewed runtime and development dependencies and let Bun refresh the lockfile to remove known advisories. Keep compatible release lines for Node support, staging behavior, and the minimum release age. Use maintained Commander 14 with an engine compatibility regression test, and align the live grep smoke assertion with current output.

The CLI's locked dependencies contained known security advisories, and Commander 15 required Node 22 despite the package advertising Node 20 support. Refresh the CLI dependencies and use maintained Commander 14.0.3 so the declared runtime support is installable with strict engine checks.
