Add setup-riscv64-host.sh that installs all build dependencies for building android-cuttlefish on riscv64: LLVM/Clang 19, clang-rt per-target symlink, Rust toolchain, cargo-bazel from rules_rust source, and Bazel from source. Includes debuild dependencies and locale fix for Bazel bootstrap.
