What

Title or body edits skip ci, regression and windows-render checks the head commit already passed.

Why

Edits re-ran full CI on unchanged commits: last week 1,205 reruns followed a passing run, about 129k job-minutes (~16% of this repo's Actions minutes).

Related work

None.

How

Detect changes skips the path filter when the previous run passed, so check jobs skip and required checks still pass. Base changes and failed, cancelled or unfinished predecessors run everything, so an edit can't skip past a failed Studio: edit accuracy gate.

Test plan

actionlint and oxfmt pass; zizmor adds only style notes. On real #5053 runs the lookup skips after a pass, runs after a failure.

  • Unit tests added/updated
  • Manual testing performed
  • Documentation updated (if applicable)
  • Comments follow CONTRIBUTING.md "Comments": they say why, not what, and a bug fix says what the code must do and how to reproduce the bug

…ommit

A title or body edit fires ci, regression and windows-render again on the
same head commit. When the previous run of that workflow on the commit
passed, Detect changes now reports no changes, so the check jobs skip and
their required checks still pass. Base changes, first runs and runs whose
predecessor failed, was cancelled or is unfinished still run everything.
