Release the CLI so the SQL writes skill docs ship #355

#354 documented SQL writes through hotdata query in the README, the hotdata skill and the analytics subskill. SQL writes are now live in prod (hotdata-dev/runtimedb#1610).

The skills ship inside the CLI, so users only get the update with the next release. Cut a release after v0.43.0. The release also picks up #352 and #353.
