Adds an assembly dependency diagram:

  • Show Assembly Dependency Diagram, from the context menu on one or more assemblies or from the Navigate menu (whole list when nothing is selected), opens a document tab with the transitive references laid out in layers.
  • Edges whose referenced version differs from the loaded assembly are marked, and unresolved references appear as their own nodes.
  • Clicking a node selects that assembly in the tree.
  • Export Dependency Diagram (Mermaid HTML)..., in the Navigate menu or as a button in the tab, writes the same graph to a standalone HTML page.

Try it: right-click an assembly > Show Assembly Dependency Diagram.

Split out of #4199 (one feature per PR, as requested there).

Seeing how a set of assemblies depends on each other, and where a reference
binds to a different version than it asks for, otherwise means walking the
References folders one by one. The diagram lays the graph out in layers inside
ILSpy, and the Mermaid export produces a page that can be shared outside it.
