Adds an outline of the active decompiled document:

  • File Structure tool pane (Navigate > File Structure; docked right, hidden until used): lists the document's types and members in document order. Activating an entry moves the caret to its definition.
  • Go to File Member (Navigate > Go to File Member..., Alt+\): a popup that filters the same list. Enter jumps to the selected member.

Try it: decompile a type, then press Alt+\ and type part of a member name.

Split out of #4199 (one feature per PR, as requested there).

Long decompiled types are hard to scan; an outline of the active document's
types and members in document order lets the user jump straight to a
definition, and Alt+\ offers the same list as a filterable popup.
