just needs solving the conflict
Aggregates open dependabot PRs (#130 ajj, #119 reqwest) and bumps version from 0.18.0-rc.10 to 0.18.0. Reqwest 0.13.2 (#119) was dropped because signet-tx-cache 0.16.0-rc.11 depends on reqwest 0.12.x, causing type mismatches across the two reqwest versions. opentelemetry-otlp 0.31.1 (#129) was skipped per user request.
