feat(frontend): optional nav tree sidebyside

Adds an optional view where the nav tree is rendered permaently as a side car to the rest of the UI; the panel is resizable; if resized to small it toggles of. Makes use of the relatively new "Splitter" component in Mantine

Can be enabled in the user settings or via a "pin" button in the header.
