feat: Add First Time Use Experience and tipp backend data structure

This adds a small user tour that pops up (as a notification first) until the user either dismisses or takes it. Also adds the backend "bones" to enable general tipp / tours to more places

Bumps mantine as 9.7 now has a great native tour component.

@SchrodingersGat @wolflu05 this is mostly done and ready for review, especially of the new introductionary texts (visible in the video in the PR description). I would appreciate a second and third look on the wording.

I still have to figure out why the frontend test are having these wired issues, after that this could be merged from my side.
